Chairman & Managing Director
Shri Vikas Kaushal has assumed charge as Chairman & Managing Director of the Company on March 17, 2025.
Vikas is a seasoned global leader with over three decades of experience in Energy domain. He is a chemical engineering graduate from DCET, Punjab University and has done his MBA from Indian Institute of Management, Ahmedabad.
Vikas started his career in ICICI Limited where he worked in Project Finance and Advisory Services Division. Since 2000, Vikas worked with leading global management consulting firm A. T. Kearney and was a Partner with the firm for over 17 years. Vikas was pivotal to the growth of firm’s business in India and till recently was playing the role of Chairman of India business. Prior to that Vikas was the Global Leader for Energy and Process Industries practice where he was responsible for the portfolio of global energy clients served by A. T. Kearney including the global oil and gas majors. He also served as the Managing Director and Country Head for A. T. Kearney in India for five years and has significant experience in achieving profitable growth.
Vikas has been twice elected to the Global Board of Directors of A. T. Kearney. During this period he also had the opportunity to serve as the Chair of the Finance and Audit and Governance Committees of the Board of Directors.
Vikas has deep expertise in the Energy domain, including oil and gas, power, renewables and new energies. He has advised all the leading state-owned oil and gas companies in India i.e HPCL, Indian Oil, BPCL, GAIL, etc. on multiple large scale transformation programs for a long period of time. Vikas has also advised leading International Oil companies.
Vikas is an expert on the Energy Transition topics. He has authored several key thought pieces on oil & gas, power, chemicals, and related topics and is a regular speaker at key conferences in India, and globally.
Vikas is passionate about developing people. He has successfully groomed and mentored professionals and spends part of his time coaching young talent.

He has held various key challenging assignments in roles across Corporate Finance, Treasury, Risk Management, Margin Management, Marketing Finance, Budgeting, SBU Commercial, C&MD’s Office, and Refinery Project.
Mr. Rajneesh Narang is known for his Commercial acumen, innovative ideas and people-centric leadership. In his various roles, he has focused on investment in Human capital for building successful teams and individuals and able to perform and deliver exceptional results through positive engagement and a shared vision. His commitment to professional development is further enriched by advanced management programs at prestigious institutions such as London Business School, IIM Ahmedabad, and ESCP Europe. Mr. S. Bharathan is Director - Refineries at Hindustan Petroleum Corporation Limited. He is a Post Graduate in Chemical Engineering with a distinguished career of more than three decades at HPCL, having held key positions across refineries, corporate functions and R&D. He has contributed significantly to operational excellence and technology advancement.
In addition to his role at HPCL, he serves on the Boards of Hindustan-Mittal Energy Limited (HMEL), Mangalore Refinery & Petrochemicals Limited (MRPL), HPCL Rajasthan Refinery Limited (HRRL), HPCL Renewable and Green Energy Limited (HPRGE) and Ratnagiri Refinery & Petrochemicals Limited (RRPCL), and chairs the Boards of Hindustan Biofuels Limited (HBL) and Prize Petroleum Company Limited (PPCL).
Under his leadership, HPCL’s refineries have been expanded and modernised, with the benefits of this is being realised in terms of higher throughput, improved energy efficiency, enhanced product flexibility. His areas of interest include Smart Refining and Digital Transformation, process intensification, R&D technology commercialization, and emerging energy technologies. He is driving Digital Acceleration, Innovation, Knowledge Management Systems and Decarbonisation efforts across HPCL’s refineries and R&D. HPCL has also significantly diversified its’ crude basket during the recent period and cost efficiency is a special focus area.
He has been part of several important committees such as the Energy Transition Advisory Committee, Enhancing Petrochemicals Production, Indigenization of Catalyst Manufacturing and Policy for Synthetic Fuels. He has also served as Co-Chair of the Stakeholders Group on Advanced Biofuels (SGAB) under Activity 42 of the EU–India Clean Energy and Climate Partnership Work Programme.

Mr. Amit Garg assumed the role of Director – Marketing on December 27, 2022. With over 37 years of diverse experience in the oil and gas industry, he brings a wealth of expertise, having driven strategic sales initiatives across every aspect of the value chain — from sourcing and storage to logistics, marketing, and customer experience. His customer focussed approach to achieving sales excellence has consistently delivered exceptional results, positioning him as a key leader in the industry.
Mr. Garg oversees the comprehensive performance of all downstream verticals, including Retail, LPG, Industrial & Consumer Sales, Lubricants, and Aviation. He also leads the rapid expansion of HPCL’s marketing infrastructure, including cross-country product pipelines, storage capacities at POL locations, LPG plants, both retail outlet and LPG distributor networks, and CNG facilities at its outlets, with a strong focus on enhancing market reach, operational efficiency, and cost optimization.
Mr. Garg, a postgraduate in Electronics and Management, assumed leadership at HPCL during challenging times in the hydrocarbon sector. Despite these challenges, he is steering the company's growth by diversifying its product portfolio to include petrochemicals, developing the CGD network, strategically venturing into biofuels and renewables, and establishing electric vehicle charging infrastructure at its retail network.
Mr. Garg is placing a strong emphasis on substantially increasing non-fuel revenues (NFR) from customer touchpoints, while also prioritizing the adoption of cutting-edge digital technologies to elevate and transform the overall customer experience.
In addition to his role at HPCL, Mr. Garg holds key leadership positions, serving as Chairman of HPCL Renewable & Green Energy Limited, a wholly owned subsidiary of HPCL, and as Chairman of Bhagyanagar Gas Limited, a JV between HPCL and GAIL. He also serves on the Board of HPCL Mittal Energy Limited (HMEL), a JV between HPCL and Mittal Energy Investments Pte. Ltd., Singapore (a Lakshmi N Mittal Group company), and HPCL Rajasthan Refinery Limited (HRRL), a JV between HPCL and the Government of Rajasthan.
Prior to joining HPCL, Mr. Garg was Executive Director – Aviation at BPCL. His previous roles include serving as a full-time Director at Indraprastha Gas Limited, India's largest City Gas Distribution (CGD) company, and as a Nominee Director at Maharashtra Natural Gas Limited, a JV of BPCL and GAIL.

Mr. K S Shetty has assumed the charge of Director Human Resources of the Company effective May 01, 2023. Prior to this, Mr. K S Shetty was an Executive Director – Human Resources with additional charge of Employee Relations Department.
Mr. K S Shetty is a Gold Medalist in Human Resource Management from Andhra University and also a distinguished alumnus of the Swedish Institute, Stockholm from where he completed his Diploma in Sustainable Development in 2012. He has also completed his Advanced Management Program from MDI, Gurgaon / ESCP Europe Business School, Paris. (2016). He is an SHRM, USA - Senior Certified Professional and is currently on the AIMA Core Committee on HR and also on the National Council of the Indian Society for Training and Development (ISTD). He is also on the Board of HPCL’s Wholly Owned Subsidiary Company (HPLNG), effective October 10, 2022.
He has over 25 years of experience in HR in various capacities at HPCL. In his current role at HPCL, he is responsible for the entire gamut of HR/ER functions ranging from Talent Acquisition, Capability Building, Career and Succession Planning, Performance and Rewards Management, Discipline Management etc. He also has in-depth knowledge of various Statutory/ Regulatory requirements under various Labour Laws.

Sustainable production enhancement from mature fields of Ahmedabad & Cambay is another testimony to his impeccable Asset & Project Management skills.
He is known for his visionary approach and dynamic decision making with excellent performance records. During his stint in Joint Venture (JV) Operations Group, Mr. Kumar was instrumental in exceptional turnaround of CB-OS/2 Offshore JV block by making it profitable with almost 100% increase in production and delivering complex offshore projects in Panna-Mukta & Tapti block, on-time and within allocated budget. Mr. Kumar’s immense contribution in formulation of ONGC’s Long Term Growth Strategy: Energy Strategy 2040 as Chief Corporate Strategy & Planning is remarkable.
During his tenure as Asset Manager of the largest onshore Asset of ONGC at Ahmedabad, Country faced worst ever Pandemic and the lock down situation. Under his dynamic leadership during severe lock-down conditions Asset having 67 installations continued operations on round the clock basis and maintained production.
He holds a Bachelor’s degree in Chemical Engineering from University of Roorkee (now IIT Roorkee) and Master’s degree in Process Engineering from IIT Delhi. He completed Advance Management Program at IIM, Bengaluru and Leadership Development Program at IIM, Calcutta.

Shri Alok Tripathi is a Government Nominee Director on the Board of the Company effective March 23, 2026.
Shri Alok Tripathi did his B.Tech and M.Tech in Mechanical Engineering from IIT Kanpur and joined Civil Services in the IRTS cadre on September 20, 1999. He has served the Department of Railways in various capacities.
He joined the Ministry of Petroleum and Natural Gas (MoP&NG) in 2012 as Deputy Secretary (Marketing) and is presently serving as Joint Secretary, MoP&NG.
Shri Tripathi has also served two terms on the Board of Numaligarh Refinery Limited, a subsidiary of Oil India Limited, as Director during August 26, 2013 to August 12, 2015 and February 27, 2017 to October 5, 2017.
