Hindustan Petroleum Corporation Limited (HPCL) was formed on July 15, 1974. HPCL is a Maharatna Central Public Sector Enterprise (CPSE) with annual Gross sales of Rs. 4,64,247 crore during 2024-25. In 2024–25, HPCL achieved record performance with 49.82 MMT of sales, 25.27 MMT crude processing (109% capacity utilization), and 26.9 MMT pipeline throughput. It holds ~20.5% share of the domestic petroleum products market and recorded a standalone PAT of ₹7,365 crore.
HPCL operates refineries in Mumbai (9.5 MMTPA) and Visakhapatnam (15 MMTPA), India’s largest Lube Refinery, and holds stakes in HMEL (48.99%) and MRPL (16.96%). Its extensive marketing network includes 145 Regional Offices, supported by terminals, depots, LPG plants, aviation stations, and lube facilities. The customer touch points constitute 23,747 Retail Outlets, 1,638 SKO/LDO dealers, 551 Lube distributors, 2,038 CNG facilities at Retail Outlets, 5,976 EV Charging Stations, 875 Door-to-door delivery dispensers and 6,378 LPG Distributorships with a customer base of 9.7 crore LPG consumers. HPCL also operates India’s second-largest petroleum pipeline network (5,134 km) and has 21 JV and subsidiary companies across the oil and gas value chain.
HPCL Rajasthan Refinery Ltd. (HRRL) is a Joint Venture between Hindustan Petroleum Corporation Limited (HPCL) and Government of Rajasthan (GOR) with an equity participation of 74% and 26% respectively. The project involves setting up of a Greenfield 9 MMTPA refinery cum Petrochemicals complex which includes 2.4 MMTPA of Petrochemical products at Pachpadra in Balotra district of Rajasthan.

HPCL is foraying into Petrochemicals by setting up a world class Dual-feed Cracker and Petrochemical Complex, integrated with the Refinery at Pachpadra. In this complex 2.4 MMTPA of petrochemical products will be produced like Polyethylene (HDPE & LLDPE), Polypropylene (PPHP, ICP & RCP), Benzene, Toluene and Butadiene. The polymer product portfolio will cater to all key application segments. HPCL’s PE and PP units will bring various products to the customers based on world’s best technologies.
HPCL is setting up 02 Swing Plants based on Gas Phase UNIPOLTM PE Technology, licensed by Univation Technologies, USA, to produce HDPE and LLDPE, with combined production capacity of 1000 KTA. These swing plants have the flexibility to produce a wide range of Polyethylene grades for various applications, including metallocene LLDPE grades, PE100 Pressure Pipe and LBM grades.
HPCL is setting up two Polypropylene plants based on Gas Phase Technology, licensed by Lummus Novolen Tech GmbH, Germany, with combined production capacity of 1000 KTA. These plants have the flexibility to manufacture various grades of PP Homo Polymer, Random Copolymer and Impact Copolymer for meeting the demand of diverse application segments.
